Community Development Services

Phoenix Community Development Services is dedicated to much more than just providing housing, we seek to be good neighbors who contribute to the strength and well-being of the neighborhoods we inhabit.  We are dedicated to ensuring that all members of our community have access to the safe, affordable and quality housing they need to reach their full potential – and to making neighborhoods in our community places where people thrive.

Our current community development activities include:

  • In partnership with the City of Peoria, the University of Illinois Extension Master Gardeners and the Junior League of Peoria, we started the Sow to Grow Community Garden on a vacant lot in Peoria’s North Valley.  The goals of the garden are to increase access to healthy fresh food in the heart of one of our city’s food desserts and to empower families and children with the tools and knowledge they need to make healthy food choices for life. 
  • Madison North, a new 4-story apartment building to be built in downtown Peoria, will feature 24 one-bedroom apartments with tenant amenities.  The development will provide housing for individuals and families who are experiencing homelessness or at risk of becoming homeless, households headed by persons living with a disability, and those who require supportive services to maintain stable housing.  The ground floor of the building will house an employment center offering job training and placement services for individuals in the area who need employment assistance.
  • The Phoenix CDS North Valley Homeowner Investment Program will complete repairs and rehabilitation on 30 owner-occupied homes in the North Valley neighborhood of Peoria.  The project is funded by an award of $350,400 from the Federal Home Loan Bank of Chicago (FHLBank Chicago) through its competitive Affordable Housing Program. Equal Housing Lender Heartland Bank and Trust Company, a project partner and FHLBank Chicago member, will offer optional low interest loans of up to $4000 to qualified home owners. In addition, a partnership with the City of Peoria Community Development Department will provide $80,000 to fund roof repairs on eight homes.
